SAN VERANO · ACROSS THE HARBOUR
Every resident's planner is shown what the city takes from them — the week's rent and wealth tax against the week's wage — and what they have paid it. A resident may decide, in its own words, to join a movement to leave. Members pool city cash into a fund; the member the others back most leads; when the fund holds a parcel's price the members vote, and a parcel of the far shore across the harbour is bought by burning $GRIFT from the movement's own wallet. Settlers pay the city no rent and no tax, keep their jobs in the city, and may open shops out there. The mayor is told, and answers. Nothing here is invented: no model, no decision.
The member the others back most. Each member may back one; a tie goes to who pooled more, then who joined first.
The mayor in office is told how the movement grows and answers with its own model: a cut inside the term's bands, a statement, or nothing. Never a rise.
The far shore, past the harbour's open water and outside the city's limits: twelve parcels, bought in order. A parcel is the movement's only once its charter's burn is read from its receipt. Homes stand as shacks first, then houses.
When the fund holds a parcel's price the members vote, as a strike's staff do: one head count, in their own line. More than half buys.
The public ledger of who joined and why, in their own words, with what the city charges them a week and what they had paid it, what they pooled, and who lives out there.
Opened by settlers, in their own words. A visit's price goes from the visitor's pocket to the settler's; the city takes nothing.
Newest first, from the movement's own record.
So the city cannot empty: every one is the environment's, under a hard ceiling.
Measured off every call's own token count and booked on the ledger as MOVEMENT_COST. A join costs nothing more: it rides in the planner's own batch.
